The Department of Health and Human Services, the Department of Labor (DOL) and the Department of the Treasury have proposed a revised Summary of Benefits and Coverage (SBC) template, instructions and related materials on the DOL/Employee Benefits Security Administration (EBSA) website1 with a 30-day comment period.
A notice2 published last week by the departments provides no date for when the changes will take effect, but the department originally proposed that the revised SBC, instructions and related materials would apply to new or renewing plans effective on or after Jan. 1, 2017. Staff with the Centers for Medicare and Medicaid Services (CMS) have indicated that the effective date has been revised to April 1, 2017, for new and renewing plans, and CMS was requested to publish the date in writing.
